Frank Altman has assisted EDAC clients, such as HUD, with respect to innovative financing approaches and securitization. One of the nation’s foremost experts in the New Markets Tax Credit program, Mr. Altman was a founding member of the national New Markets Tax Credit Coalition and is President and CEO of the Minneapolis-based Community Reinvestment Fund, USA. A former state official, he holds a Masters in Public Administration from the Hubert H. Humphrey Institute of Public Affairs at the University of Minnesota and an A.B. degree from Brown University where he graduated Phi Beta Kappa.
